I think that a type of government that encompass all the people in the Naru-verse definitly cannot be a democracy, too many people with too much power are running around. What would be good is Federalism or a EU style Economical Dependency. If the ruler of such a united front were to be intelligent, he would make EVERY single nation be economically dependent upon each other, a disruption in one nation's economical production were to be disrupted, all other nations would fall shortly there after or the status quo were to be seriously disrupted.
As Machiavelli pointed out, by having each and every nation chained with each other and being counter balance of the other. i.e. Kiri tries to invade Suna, that would not only disrupt other nation's supply of goods from Suna, but it would also prompt catastrophic consequences to the Kiri economy deprived not only from goods from Suna but also from other nations that not only would take Suna's side, fearing that Kiri's victory and conquest of Suna might make Kiri too strong for other nations to contain. But a total conquest of Kiri would erode the balance system, therefore they Konoha, Mizu nor Iwa would not take over Kiri since that would prompt economic isolation from the other nations.
This system assumes total dependency of each nation upon one another. Or we can go all the way Machiavelli and use methods in "The Prince" to take over all nations in a way that all will agree to bow down to the prince.

That's because of the UN Security Council- which I pointed out was the problematic part of the UN's set up. I'm suggesting something like the General Assembly without the Security council's veto power, would be likely be close to the solution Naruto will come to, where everyone's vote has equal weight.
