Yes, she's responsible. But only until the LOI where she relieved him of the burden. If Naruto didn't release himself after she told him to, that becomes Naruto's problem. Anything later than that, it's Naruto's doing not Sakura's.Lol thanks. The difference between Naruto and Hinata though is that Hinata did it without him asking. Naruto kinda got put on the spot with the POAL. Yeah, he chose to go through with it, but at the same time he really couldn't have said no, especially not to her. So in terms of the POAL, she does have some fault, although, for the most part, it was addressed.
As I said above, she used him until the LOI. After that, she didn't specially ask him to bring Sasuke back.Naruto didn't say that the promise wasn't a factor, he said that it wasn't the only factor anymore. If she just runs of with Sasuke after Naruto takes him back, she still would have used Naruto in a way since she still ended up relying on him to fulfill her wish, which she has admitted she would have to. Also, I'm not saying that she should stay single, I'm saying that she owes it to him to address it to his face, as Naruto does Hinata.
She owes it if he confesses to her. But he didn't. He doesn't want to talk about it YET. That's HIS wish.
I'm not talking about after he talked to Itachi a long time later because he could've told her beforehand. They could have said the truth, "This orange mask guy said blah blah."It's not really about authority as much as it is that neither him, Kakashi, or Yamato know what the truth is, so they can't go saying something that might not be true. Itachi's wish only holds for after he talked to Itachi. So if he doesn't tell her in the future, that's why.
