Do you know that Kishimoto is not a professional screenplayer, right?
It's pretty much the same thing that happened at the time of ROAD TO NINJA. At the time, Kishimoto gave to the anime staff a lot of things like characters sketches, storyline (do you remember those scans from WSJ? I am sure that a few of you do), he devised the plot (there was even a scan on WSJ with his handwriting, divided in 3 parts, that famous paper where there was written "Tobi (aka Obito) [....]".
Although the plot was devised by him, Kishimoto wasn't credited as screenplayer for ROAD TO NINJA but it was Yuka Miyata (I am sure that you know her well lol), a professional screenplayer that works for studio pierrot.
Well, now it's like that time, Kishimoto creates the plot for THE LAST, how the story will go ahead and then a screenplayer will make the script with dialogues, etc.. But it doesn't change much, because behind all this there is Kishimoto who is supervising everything.
the assistant, on that tweet, just said that they (kishimoto and all his crew) don't make animations. Just that he (kishimoto) gives his supervisione for the movie with his thoughts and a screenplayer will make the job based on his thoughts.
