What those who try to use the Kushina parallel to their advantage, namely NaruHina fans, commonly ignore is that MinaKushi has been proven to parallel NaruSaku, but also NaruSaku was not molded from MinaKushi, MinaKushi was molded from NaruSaku. The arm gestures, the one insecurity, originally hating the person they love, and changing due to that person, Sakura showed all of those before we even knew about Kushina. Originally, Kishimoto wanted to give Naruto a brief flashback about his parents. However, that changed when he had a family himself. He didn't want Naruto to miss the experience of actually meeting his parents. He gave Naruto those chances to meet both Minato and Kushina. With Kushina, we learned what lead to their deaths, but also how they met each other. When looking through their childhood, we notice these similarities to another pair, especially with the females and how the boys affected them. This is where the parallel was concieved.
However, the order is interchangeable depending on how you interpret the story chronologically. I mean if you take things from universe timeline, of course, MinaKushi is the precursor, but from a chapter and writing perspective, NaruSaku is the precursor. We saw their development first, and the parallel has to match in certain ways in order to be a parallel. Naruto loves Sakura, Sakura originally looked down on Naruto, Naruto likes the physical feature Sakura hates, Naruto distinguishes himself that causes Sakura to change her view on him, and she gradually keeps changing due to constantly witnessing his determination. Minato and Kushina basically start the same way with few differences: Minato loves Kushina, Kushina originally looked down on Minato, Minato likes the physical feature she hates, she sees him in a different light after he saves her from cloud ninja, and she changed starting from that incident. We see MinaKushi fully developed because it's already happened and the flashbacks basically gave us a summary of how they got together and how Kushina gave birth to Naruto. The most important fact is that MinaKushi had to have similar background with an already existing pair to be considered a parallel. One can't take one line like "find someone like your mom" and just take the character's traits into account. The whole flashback applies. It is selective choice and self-ignorance to take whatever that suits you and leave the rest out. You have to apply all the interactions between Minato and Kushina, and Kushina's circumstances at the time as well. Once you take all that into account, what fits the most?
