Children at 23/24 years of age? Naruto and Sakura must be eager to conceive a family together. That's not a lot of time for them to achieve everything that they've set out for. The track record of aspiring ninja who put their hearts into accomplishing a positive goal like realising their desired careers is very good with this generation. Others such as Minato and Kushina chose not to have any children until well after they had settled into their careers - those two are the strongest parallels with which Kishi will mould the NaruSaku relationship. Difficult as it may be to guesstimate their exact ages, I would assume that they were roughly Kakashi's age when he was a Jonin. So that would put the Yellow/Habanero love duo in their late 20s when Naruto was born.

Naruto and Sakura may or may not already have any children. But with Kishi pressing the interest of naming and envisioning Naruto as a father, it has a stronger likelihood of becoming a reality compared to other young-aged pairings.

Has there even been any teenage mothers in this series? The youngest man to become a father who springs to mind at this moment is the 4th Kazekage when he was 25. That's not an equivalent to a fresh faced teenager of 15 or 16 years of age having children though.

Most shonen characters get married before their 20 and have a kid right after

 

Compared to everyone else 24/25 is actually pretty late in the game

i don't know. It seems that a lot of the values incorporated into this story mirror contemporary Japanese culture. For instance, Naruto isn't to have an alcoholic beverages until he's at least 20-years-old, which, if I'm not mistaken, is the rule in Japan. By extension, people advocate waiting until one is at an older age to settle down and start a family, so that might carry over into this, as well.
