I find it difficult to believe that Base Naruto's hand seal speed would skyrocket to a perfect 5 when his fighting style and characterisation has always emphasised physical perseverance with as little memorisation and technical knowledge as possible. Minato is a seals expert who proved himself to be capable of using the rare gift of one-handed signs. Kakashi could weave dozens of hand movements in seconds. Itachi's are so fast that the Sharingan couldn't follow him. Naruto isn't like these people, however. Jiraiya made note of this when he explained how the lack of a need to formulate any complicated seals for Rasengan was an advantage to him.
A minor improvement to a whole number of 2 sounds reasonable for Naruto.
Genjutsu might be a little too high as well. It was always Naruto's weakest area after hand seals because it requires a specialised knowledge and understanding of principals related to illusions and probably the effects it has on the human senses. Chakra control is directly linked to the usage of genjutsu, but under the parameters of the Databook, it's only one part (albeit a sizable one) of a larger equation. Even Jiraiya admitted to not being all that adept at casting illusions. But his words imply that he has some minor knowledge of how to cast them, whereas Naruto outright admitted in the Pain arc that he didn't know any genjutsu period.
I would give Naruto an average score of 2.5. It's one of those things where I'm guessing the sensei will always maintain a lead over their student, in my opinion.
Hand seals aren't just related to the speed weaving of the seals but also moulding the exact amount of chakra, i.e. chakra control. Naruto has greater chakra control feats than any of the characters you mentioned and he's faster than all of them if not most of them in base mode.
Naruto was taught how to break genjutsu by Jiraiya. Granted, he failed to break out of one the one time he tried, however, that was against Itachi, who is a top tier genjutsu user. On average, I've seen characters that have never used genjutsu and/or simply aren't the type with 3/5 genjutsu stats, presumably because they can break them. I figured 3/5 would be a fairly accurate guess.
How did Sakura go from a 3 to a perfect 5 in taijutsu? She's hardly even fought since the battle with Sasori and there's nothing proving that her hand to hand skills have improved that drastically. Ninjutsu and stamina also seem a bit too high (it's a higher score than Tsunade's stamina level). Some of these fields aren't even directly relevant in their fighting styles. Any increase that doesn't see proof in the manga is usually for the principle's sake of growth.
Sakura has mastered several S-ranked medical ninjutsu. With the exception of that one jutsu Tsunade against Kabuto, Sakura has displayed all of them.
She has also displayed greater strength and speed feats than Tsunade in the war arc.
She also healed and maintained the health of the entire shinobi alliance army and didn't run out of chakra until the very end after several days of nearly nonstop healing and fighting.
I agree with Sasuke's stats for the most part. The only changes I would make would be to stamina and taijutsu. He's shown very little in the way of improvement in basic hand to hand skills outside of this recent fight with Naruto. Although that speaks more for Naruto because he was going toe to toe with the Sharingan's precognition while successfully landing attacks (a sharp contrast to their first fight in Part 1 where Sasuke had the advantage in taijutsu, even when Kurama's chakra was increasing Naruto's strength in 0TK).
Itachi had a 4.5 in taijutsu and he successfully held off the same onslaught from Bee's swords which knocked Sasuke on his butt. An advanced scoring like that seems decent for someone who doesn't specialise in that field.
Sasuke spams high ranked jutsu almost as much as Naruto. His stamina is ungodly. There is no way he isn't 5/5 in that area.
Itachi and B barely fought, so that's hardly a fair comparison, and B wasn't going all out since they were still talking. Since fighting B, he's faced off against A, Madara and Naruto, all of whom possess strong taijutsu.
