Yes, chapter 700 plays after the movie. I strongly believe we will see the endcouple, but we can't be sure before it's done. As far as I see, we will most likely see a child, and because the chapter is coloured, wel might be able to see the mother through the child's appearence.

Then why did Kishi say to everyone to watch this movie because its romance heavy. I thought he was going to resolve them in the movie. Are you really sure 700 takes place after the events in the movie. Then what is the purpose of adding romance in this movie if we were going to get in 700 anyway. What is he planning.

The movie fills "blank space", which means the time after N vs. S and the epilogue. 
Why romance? That's what we are speculating. (I still firmly stand by my believe that it's for Hinata's feelings to come to rest and make her move on)

No, it's an old one. I think there was another one after that (Naruto had Sage modus there) where the arrow pointed at Sakura with the words "loves". That was the newest until maybe now.
