Yeah. While Sakura encouraging Hinata to give Naruto the scarf (whether or not NS is already a couple)/go after Naruto is a possibility and I definitely wouldn't be surprised if that was the case, what you said is possible, too. She could be encouraging her to be more confident (in general, too), that kind of thing.

Ahh! Just cut the slack people! NS will be canon. Just have faith in the movie. The teasing is....teasing, really XD Kishi just loves to stir up the fandoms. This is not the the first time. This ship will not sink. Its marching dead on! The end is approaching and so is the movie....time to go full swing, hard to starboard, all canons loaded. Gotta screw up the sh*tstorm! Yes! Sakura was also jealous/angry in the shippuden filler where she witnessed that woman kissing naruto.
And in the shippuden movie the lost tower where he gazed at that daughter? of sara.
She was sad when realizing that hinata loves naruto and the part one filler with an orange haired girl that naruto thought was cute, there she was also jealous.

I don't so much about the americans and Japanesse. But i think characters who is shy, kind, insecure and has big breast is quite popular in USA and Japan, especielly with boys.
Because they are often described as they will always support you, will never go against you and will stand behind you. Something like antifeminisn.
You can often see characters as Hinata in hentai and Shojo mangas. I think this kind of character's has a name, like Sakura who belongs to the catagory Tsunadere. So it's not just because Hinata loves Naruto that makes her popular, it's mostly because she is the kind of anime character who is often popular.

So Hinata's wish fulfillment for single fanboys and fan girls, the hope that someone will either fall into their lap (guys) or magically fall in love after years of stalking (girls)?

You know I suspected such for years but this confirms it.

Here's how NaruSaku becoming canon in 600-700 plays out in my head.

 

At some point, before or after Kakashi and Sakura arrive at the ruins to find Naruto and Sasuke near death, either Naruto or Kakashi is going to bring up the promise, and it's going to come as a shock because the last time Naruto and Sakura spoke of it, Naruto claimed the promise was no longer his reasons for pursuing Sasuke, that he wanted to help Sasuke all the same, promise or no promise. Cue flashbacks to meaningful NS moments throughout the manga. Then there is something subtle, yet meaningful. A gesture of some kind. I'm hoping for a comment/kiss to the forehead but that might be a little bold, so perhaps we'll see this instead.

 

Then I expect their relationship to be left in the background with, hopefully, Sai making some kind observation, showing us how they've gotten closer, maybe when they're still recovering in the hospital something like that.

 

Cut to the epilogue and Naruto and Sakura are happily married with kids.

 

All of this could be handled throughout the 44 pages without taking up much space and leaving the majority of the chapter to deal with every not related to pairings.

I am now convinced that Sakura isn't encouraging Hinata to go for Naruto (or give him a scarf) in that scene. The one where she has her hands on Hinata's shoulders and Hinata is blushing.

 

(I believe) Sakura is encouraging her to try on different clothes from the ones she usually wears (her baggy ones). 

 

Hinata could be happy and embarrassed by this (to go clothes shopping), which is why she is blushing.....

 

and also why her new clothes are more Sakura-like than Hinata-like.
