The only way that ZuTara could have happened is if Katara lost any sense of pride or dignity. Seriously, this guy is the prince of the kingdom that openly slaughters your people, and he even introduces himself by assaulting your village. He's chasing you and your friends all around the world to kill/capture your newly-found friend who happens to be the Kung-Fu Action Jesus of your entire planet, causing wanton destruction in his path to get it done. People have died because of Zuko's greed and obsessions, that's not something anyone without a prior history with him can forgive.
