She has feelings for him, but she is not in love with Naruto. I believe to trigger those feelings we need to two things one is a scene like the ova 2011 or two Naruto's confession. This makes me remember with Sakura Kinomoto from Card Captor Sakura. She has not idea that she has feelings for Syaoran until he confess to Sakura, maybe it could happen something like that to NS.
We already had a scene like the 2011 OVA, in the OVA we had Sakura crying over a seemingly dead Naruto, and in 663 Sakura was crying over a dying Naruto while trying to keep him alive with CPR thinking about how Naruto's dream is right in front of the two of them, so yeah 663 blows the OVA out of the water as far as I'm concerned.
Naruto called Sakura his girlfriend in 631, remember? What's more is that he did it with Hinata in the area. That should be enough confirmation of his feelings that he at least still likes Sakura and doesn't hold what she did in the Land of Iron against her. Maybe it wasn't glaringly obvious on a serious level, but it was enough.
