Its a new episode. The second season is being interjected with the old episodes to make it chronological with the novels.

Kyoani decided they could make more money and build more hype by airing the two seasons together. People will be more willing to watch the old episodes along with the new episodes, now.

They aren't doing this for creative talent. They are doing this for the sake of making more money and attention whoring via viral marketing.
