I bet it was a quick decision: first, Sakura gets the implied maturity of being older (that maturity translates into a steadier personality); second, it balances one aspect of their Naruto and Sasuke's rivalry. Neither of the boys' (with their strong personalities) could have implied leadership based on age.
Yeah, I think it was something like that. Kishimoto does the same pattern with the Sanin. Tsunade-August, Orochimaru-October, Jiraiya-November. And as Genin Jiraiya was also the most immature acting.

Oh and Sasuke was only taller than Naruto at the beginning of Part II. I'm pretty sure Naruto's taller than him now.
If Naruto and Sasuke take after the heights of their fathers, Naruto will definitely be taller. Fugaku was a bit on the short side for a Konoha male of that generation, where Minato was pretty much average height. Even at the start of part 2 Naruto was catching up to Sasuke in height difference- about 3/4 of an inch (2cm). Sasuke apparently started his growth spurt a bit early and is now nearing the end of it, Naruto started slightly late and is just now hitting his peak growth. When part 2 started the top of Naruto's head was below Kakashi's nose, but by the time Naruto was doing wind element training the top of his head was at Kakashi's eyebrow- that's about two inches right there. It's hard to tell for sure but Naruto might have been slightly taller than Sasuke the last time they saw each other. Fugaku was right at 5'9", where Minato was bit over 5' 10 1/2".
