it's a peaceful time, so of course he's gonna kick back and get his drink on while browsing the internet. i'm sure he thinks of himself as an outstanding hokage during this peaceful times and tsunade as a useless hokage during a period of terrorist attacks, akatsuki, missing-nins, and an impending war. lol
