Because.... In all the previous movies there was no risk. It was always Naruto x Other Girl. Sakura had minor parts in the beginning and end (in most), and was always supportive. But the prime focus is always the Other Girl. This is the safest route to keep the storyline intact and not drive away other ships.
So by keeping the focus on Naruto, his life and a pseudo-canon story, they are taking a risk that part of the fandom will fragment off from this. But I'm sure the hope is that they will also begin sway fans more toward Sakura as that will be the end pairing.
I'm interested to see how it will play out in the manga. How will Kishi appease the NH and SS fans? Not by having Naruto just kiss Sakura on the last page, but by steadily developing their storyline until there is no doubt that they are the end pairing. And then all but the staunchest NH/SS supporters will have moved over to support NS. And I think this movie is one of those paving stones on the path to eventual NS.
So it speaks volumes about the acceptance of NS among Japanese audiences, and the popularity of Sakura herself. Imagine if Hinata got the prime role! It would definitely mean that Hinata was the more popular character over there, and would only muddle the pairing wars even more. So a big yay! for that not happening!
