Naruto is going to be hokage either way
Because it's bad writing.
The only explanation that I can think of at the moment is that Naruto is still too young to be Hokage, at this point. Assuming a 2-3 year time skip in the film, he'd be 19-20 years-old, which is still too young to be a leader. He may have the ideals, potential, and strength, but he still has a lot to learn, you know? He's essentially still a kid.
Plus, his discussion with Obito might have something to do with this. If memory serves, he's probably cognizant of Obito's wish in this regard, so he's accommodating this wish of his, as well.
Finally, it makes sense in a narrative standpoint, too, to a certain extent, I think. Remember the rule of Chekhov's gun: Never introduce a plot element/idea, unless you're intent on following through with it. We've seen Kishi wrap up various plot elements one way or another in recent chapters, and this would be yet another thing that he'd be bringing in full circle, since the idea, which has some merit, was tossed around before.
So is Gaara.
Gaara is the same age as Naruto, and he's the Kazekage. And he became Kazekage a long time ago.
