Few reasons I liked the chapter because Minato knows it's his fault but at the same time it's not, because the predictable part of life is unpredictability.
Sakura's parallel does seem to be the one that moves on and it has happened. Rin is a bit mystery because well, it seems like she no longer pursued to Kakashi after rejection, but Obito is a mystery in a way. Tsunade moved on because of Naruto (go figure). Kushina changed her mind because Minato has proved himself that he is more than she originally thought. Mito, well who knows. Bottom line, Sakura's parallel shows that Sakura is willing to change overtime. Again, these parallels have some of the traits and mixed into one character, Sakura.
Well i think it was his fault a bit, Kishi showed that all the kages failed at some point and Naruto is destined to surpass them all so he "broke" the kages a bit, Minato failed when he didnt protected his students.
Remember how Kakashi was used to say "i wont let my students die", that were the part that Minato failed, he managed to protect the village but he had to sacrifice his family.
Kishi broke Hashirama too, just because he could not "save" Madara, which i belive he should have killed him on that time instead of bromance and everything would be solved.
And the worse he broke off the Nidaime because he did the right thing.
Second Hokage was the best hokage sincerely, he was the only lucid hokage ever.
