It's obvious that Sakura loves Naruto romantically does she loves Sasuke yes of course but it's not love romantically. She loves him as a friend, teammate as the person who was her first crush that's it. Sai wasn't being specific when he said she "loves" Sasuke the fact that everything she has done was for Naruto's sake than Sasuke's proves my point that she has romantic feelings for Naruto and she feels friendship of her teammate bond for Sasuke period.
-When Sai told her that Naruto loves her she cried, she felt hurt, she was filled with guilt.
-She immediately made a decision to lift the burden of the promise from Naruto and protect him from Sasuke because he's chasing him wanting to bring him back to Konoha.
-She didn't argued with Shikamaru's decision about killing Sasuke she didn't got angry or said I won't let you guys kill Sasuke-kun.
-She was willing to kill Sasuke for Naruto's safety to redeem herlself to him, for always relying on him, for have fallen in love with Sasuke (in past tense).
If you read those points it doesn't says a word about Sakura doing in it for Sasuke's sake, everything she did was for Naruto she quickly took action to relealse Naruto from the promise so he didn't suffer anymore. This proves she loves Naruto romantically, more than Sasuke obviously.
Exactly. I read the manga and could see that, it's as bewildering to me as it is to Kishimoto how anyone could read it any differently than that. And to expand on one of your points, Ino was devastated and did cry about the decision but I think she's moved on romantically from Sasuke too- to Chouji, who plays a very similar role in Ino's life as Naruto does Sakura. With Ino's reaction compared to Sakura's, I'd understand a percentage of readers thinking Ino still was in love with Sasuke, but I think it's pretty obvious that it's as it is for Sakura- just memories of being an more innocent child with a fantasy crush on a boy. Sakura was more realistic, she knew it was hopeless, and she has put that girlish fantasy aside. She has the memory of it, but no she has no romantic feelings for Sasuke anymore.
Look at how Kishimoto visualized Sakura's flashbacks of Sasuke when she couldn't quite bring herself to kill Sasuke- note the lack of a romantic tone, it just jumps out at you. She was seeing the images of a younger, much more innocent Sasuke that halted her. Not any romantic feelings. The same thing motivated Kakashi's actions too, as I noted, he wasn't trying to kill Sasuke either, he was trying to reason with someone completely insane and violent. It's what has held Naruto back as well. The team mate bond runs deeper than many American readers understand. It's a kind of familial type love.
