When comparing it to it's competition?? Yeah it's sucking hind kitten when you compare it to contempory franchise that are playing for the same market. Or is your argument that SP is successful when only comparing it to itself?
DBZ Battle of the Gods: 50 million.
One Piece Film: Z; 74 Million.
Naruto The Last: 15 million.
It's obvious that they are not reaching the numbers that other franchises have reached. So yes Naruto is not that big of a franchise, and Kishimoto is far from top dog when compared to his contemporaries. I don't see how you consider this a success. Because it's better then RTN? Since when is that a measurement of success? Naruto is not playing with the big boys. Sorry.
You know that One Piece movie was actually really run of the mill too. Nothing special to it at all and still it does significantly better than the Last. I'd say they're clearly under performing here.
