How could zoro can't beat kuina?
It's beyond me, and don't tell me that happen because of love.
I think tashigi turn out to be a relative is much better than her as resurection character.
Other explanation could be she just failed experiment thus why she doesn't have the sword talent and bad eyes.
Unless his flashback expanded like the anime and I have heard rumors that Oda actually gave guidelines for that episode cause it feels more like something Oda would write if One Piece was more popular at that time). She was already extremely talented but trained even harder when Zoro came to challenge her and saw how a monster he was to keep the difference between them.
What I am saying is that Tashigi is essentially a version of Kuina who never met Zoro and lacked the motivation and neglected her training. Think about it some people may turn good or bad depending on what kind of environment and people they meet. People like Coby would have never grown so if he never met Luffy.
However, I definitely can see Oda not using her as a resurrection character because she would be too similar to Sabo if she was left for dead friend with amnesia and I don't know if he can do that twice. A distant relative or a coincidental person seem like the solutions.
However, I think Sabo should have stayed dead and feels more like Ace 2.0.
I do think Kuina had better arguments to be alive rather than Sabo.
