It's the NH fans who saw the movie, acknowledged there was a problem with Naruto, doesn't want Hinakittens to end up with the scumbag that are complaining. They are the ones that rate the movie one-star.

The world revolves around Hinakittens.

At first 5 kages choose to hide Naruto and Bee, and that's exactly what Tobi hopped for. He got info on hideout from Kisame who spyed on Bee and he send Kabuto on infiltration mission, at best - he would succed in getting 2 jinchurikis and got 10 tails before war even started. But Kabuto failed, from millitary point (our world) - Tobi didn't have any power to win war, if you are - attacking side, you must have advantage of 5x1 in terms of people. Tobi had like 100.000 of statists that, didn't know any jutsu, and 40~ strong shinobis, so he could only use them as misleading maneuver to get more time for hunting down junchuriki. But what we saw - Naruto is really powerful force with 100~ clones of kage level. So basically if it wasn't for Madara's OP - Obito had pretty low chances to win war.

That is needlessly complicated when you think about it. Funny, it almost feel like there was going to be a war within the nations, rather with Tobi only, which is...yeah...I don't get it. I mean I get it but it's such a reach that it shouldn't gone this way, rather something that occurred to trigger the war.
