That's weird. I'm also in France and I usually get it around 7am. 

 

And I confirm that it's a fake spoiler. There always are fake spoiler before the release of the chapter on this site. 

 

EDIT: I'm not sure anymore if this spoiler is really fake, because on this site, they are talking about it as a legitimate spoiler, while usually, they don't talk about the fake spoiler, only about the legitimate ones, they are saying things like "I want this Minato/Sakura coming discussion!", "The Minato/Sakura discussion is great"

Really... it's been coming out at like 2-3ish at the latest 4ish. Which would be the same time for you since we both live in the Eastern time zone

Chapters have been coming out around midnight to one AM for me lately... So like two hours, maybe?

I found other spoiler that seems more accurate, since it's following the events of last week's chapter, with Team Gai, black zetsu and Madara with Rikudou's power. And there is a small talk between Sakura and Minato, so that could be what the site I linked was talking about.

I doubt the spoiler I got was accurate, since in this "spoiler", Minato ask to Gaara and Sakura to fly to the alliance shinobi and that's what they do. And even if I may be a litle biased, I don't think it's posible since they need Sakura to keep Naruto alive. But there was one great thing in that spoiler, it's that Minato recalled Sakura "Naruto's girlfriend" and she didn't say anything.
