I do believe that it's fanart but it's based on a family portrait that was revealed at JF. It's true though that we don't really know whether we will actually dress like this in part 3. We're just looking at it as a sign of things to come.

There is 1:1 similarity to that fan art. 

I wonder what for is part 3? Kishimoto told that he will continium to draw only until Summer (maybe it's end?) So there is at max 21 or so chapters of part 3. And them Bolt movie. What will be shown in 20 chapters? Fanservice for NH/SS? Good, because one whole movie for NH specially didn't show all fantasis?
