It's really bad when fan art looks better then this... I'm usually forgiving of art if it's a start up manga, but isn't this the guy who worked under Kishimoto? Why does the art look like a cluttered mess?
This guy worked for kishimoto for years it was his job to make his artwork as close to kishi's as possible. Now it can be forgiven if he wants to do his own style since he no longer just kishi's assistant. But my god is his art work crap. I just looked it up here what he was apparently in charge of while he was an assistant: "works as a 'mob', drawing crowds and background figures, adding the white to speed lines, highlights, and characters' eyes, and whiting out any art that goes out of the panel and into the gutter, as well as putting stars in the night sky, and adding in half-tones."
So his job was the background characters, shadowing, and general fluff and tidying up an image. Well those images do have really good half tones...not sure about those misshapen square eyes though. All this stuff doesn't say he is good at drawing. It just that he is good at adding effects to the image that make it pop.
For the first question, yes he worked under Kishi; as for the second question because the guy doesn't have any talent.

He had twelve guys that could have done the spin-off in theory. Is this guy really the best one? Or was he the only one that was willing to do it?

I think we all realize this guy wasn't going to be impressing anyone from that poster 3 months back. This just kind of settles it. The fact that he had to add shorts to Salad's outfit. Shows that they know off the bat they are having problems.
