How can Kishi deem Sasuke's actions as neutral? lol it's no wonder I don't listen to a word he says anymore.
In fact it is completely logical. There is such a think like Evil Neutral or Chaotic Neutral alignment (I can not link to tvtropes now, but you can check it over there).
Sasuke does not care for sides. Only for what he wants or believes what he wants in the moment. He remained in Konoha when he thought it suited him. He left and sided with Orochimaru when he thought it suited him, and left when he thought Orochimaru was a hindrance. He sided with Akatsuki because he thought that they could help her, and left and rejoined Team Seven because he decided he needed to.
So yes, Sasuke is neutral. He does not care for right or wrong or good or bad. He only cares for what he wants.

- Sasuke Uchiha seems to change alliances as often as he changes his wardrobe (the two actually seem to be somewhat connected anyway, as in the case of the Akatsuki robes) But it's more the result of this trope, which drives him to work with anyone as long as it furthers his own goals (and, by extension, betray them if simply leaving isn't an option), which means he's on his own side and no one else's.
