The way I see it, the poor animation is just a result of Naruto being such a long series. There's a clear difference between having to produce 12 or 24 episodes and having to produce 300+ episodes. 

 
On another note, SP biggest fault is their reliance on fillers in order to extend the lifetime of the series. This is a problem because the fillers are very hit or miss. Take for example the episode where Team 7 tries to see what's under Kakashi's mask. It's silly, yes but it works. Now look at the Three Tails arc, which just spends way too much time meandering around without any real purpose and introduces a bunch of OC's that nobody cares about. 
 
Speaking of which, their OC design are usually horrible. *cough*Nurari*cough*

I'm fine with their animation as long as it's for a so-so anime. For anime that has a lot of potential, this kind of animation should be avoided.
