You need to remember that this is normal in Japan. By that I mean the legal age of consent in Japan is 13 (however some prefectures have laws that overides this like requiring parents permission or an older age like 16 in Tokyo). Japan also has no issue making/ selling anime rape porn or underage fanservice. If you remember the Naruto x Sarada x Sakura doujinshi. Also a lot of Boruto x Sasuke from some JP SNS shippers (and some on tumblr). In fact when I was looking through threads in the NF Movie thread, a user posted a couple pics of JP people getting milkshake from a random little anime girl private parts. The pics were in response of Saradas new outfit from JF 2016. This is completely okay for the most part in JP. And I mean the fact that he can draw this without get any negative feedback on his child love. 

 

This is just a warning to expect any perverted Sarada scenes in the upcoming manga.

edit: One more thing this guy has been working as kishi assistant for over 5 years right? Why is his art work worst then most fan art I can find online?

The problem is that makes it harder to sell to an international community. Which is "in theory" what Bolt should be tapping into. Since what made Naruto so important to WSJ was it's large international fanbase. Also if their was "no problems with it." Then they would have just kept her outfit as it was, and would have felt the need to add those tiny shorts.

 

Also "in theory" this isn't suppose to be porn.

Well, I think Japan is one of the country who is big for their porn industry.
Their porn industry range from live action, manga, anime, and video game.

While they don't mind with nudity in manga/anime, usually some of the developer/publisher give a kind of censorship like no nipple and no genital.

They're still trying to find one. The closest you got is Soma but you have to pray for tasting moment for them to fan service it. Still, they are searching for Fairy Tail like as in 20/7 fan service. So far, no success.
