This is kittening insane!! Neji is dead, there's no reason to include him into the designs if he's a dead man! That is definitely recent because if you look at Lee's design for The Last:

You can see Lee on the next page (it's the same one in that sketch, actually), and he's wearing the new Konoha vest.

Perhaps Neji is the "secret" in Volume 72. So now it's like "I'm Kushina Uzumaki Neji Hyuuga and I approve of NaruHina!"  :thumb:
