It could happen, cause we say that he throws a bone for SS every now and then but in reality its the other way around.
I'd answer this, but I think this awesome post by Paptala from a week and a half ago answers your question perfectly.
a) The amount of time Kishimoto has spent exploring the romance subplot
b) The interview where he said that he wanted(?)/was planing(?) to make at least one pairing requited
And honestly, looking at the overall story in the larger context, I still think NS is the strongest contender by far - where is Sasuke in SasuSaku? Where is Naruto in NaruHina?
Part 2 has been all about Sakura developing feelings beyond friendship for Naruto, while part one was coming to understand him as a person. Part 2 was where Kishi said he wanted to add romance in, despite feeling that he is not very good at it. Which pairing has had the most focus in part two? NaruSaku.
Ask yourself this - has Sasuke ever shown anything remotely close to the level of affection and/or attraction that Sakura has shown for Naruto in part two? Has Naruto ever shown anything remotely close to the level of affection and/or attraction that Sakura has shown for Naruto in part two?
No.
Also consider the fact that Kishimoto stated that the theme of the manga was bonds, and that he wanted to "depict the struggles and complications of those bonds". Where is the struggle in NaruHina? Where are the complications in NaruHina? There aren't any - it's a straightforward relationship that revolves around Hinata.
And that is why I find it hard to believe that NS is simply the red herring, in order to make way for pairings that horribly one-sided in all ways that they can possibly be lopsided. When looking and comparing the overall development of these three relationships, and the time Kishi has invested into them, it seems rather glaringly obvious which one he finds more important.
Parts of it might be a little out of context for your question, but the bolded part is the best way to look at this whole thing, IMO.

actually, Sakura isn't weird. because Kishi draw her as a ordinary girl.
"Kishimoto is fond of Sakura, as he feels that many of her personality traits are common among all people, thus giving her a sense of real humanity" (http://naruto.wikia.com/wiki/Sakura) about the conception
you can see the other girl's trait just like her. the other girls are Ino, Tsunade, Kushina, Tenten, Karin, Shikamaru's mom, etc. or at least her trait same like me

the ordinary girl as fangirl

you're right, Minato is calm and easy to befriend but Hinata doesn't easy to befriend. her friends just only kiba and shino (because they're in the same team)
I don't get it why they compared him with Hinata, because the real point is "someone like your mother"

I also highly doubt Minato was an underdog like Hinata.

Unlike Hinata he had a goal, a dream, he had self confidence!
Just because the young Kushina looked down on him and treat him like an underdog dosen't mean he actually is one.
And for Naruto: he has properties of both parents. He is very playful like Kushina but when it get's serious he acts just like Minato.

That is the result of hypocrisy they started saying Kushina is like Hinata and they ended up contradicting themselves because they know very well there is no similarity between them. So they started claiming Sakura is the weird one and once again they contradict themselves because they don't have the solid evidence to back it up. So the next thing they do is compare Hinata with Minato which that was a big epic fail because there are NO similarities between them, contradicting themselves again. Not bashing just stating a fact at how the opposite fandom is desperately trying to make NH a parallel to Minato/Kushina.

Exactly, any similarities between Hinata and Minato, or Hinata and Kushina for that matter, are pretty much the same similarities you could draw between those two and Sakura, or several other characters in the series. Sure, you can say the same thing about Sakura, but certain character aspect similarities between Kushina and Sakura are almost uncanny. But that could be just my bias talking...
But hey, maybe it's all in the name, LOL.
Hinata --> Hinato --> Minato

Hinata, not determined until very recently, really not until the current War arc- and note as she moves on from her romantic feelings for Naruto and sees him similarly to the way say Rock Lee does. Minato became determined on his own in the Academy, like Naruto and Sakura (Sakura might have not had a high opinion of herself, but she still pushed herself to get better in what she already knew she could had abilities in- increasing her knowledge and applying it and chakra control) and Kushina.
Hinata has not been shown to have very many opinions other than the few Naruto directly influenced her in. Strong Opinions- Naruto, Sakura, Minato, Kushina
Hinata didn't act until the the Pain arc and even that was not constructive and was in direct opposition to what Naruto had already stated and she knew, and he bluntly repeated when she showed up to make her confession
Active characters- Naruto, Sakura, Minato, Kushina
Heroic- see above, not really. Heroic moments- Naruto, Sakura, Minato, Kushina
Minato wasn't quiet, he was plenty verbal, just calm (which Hinata is not- she's usually shown as silently scared, worried or anxious) Kakashi is probably the only character who really echoes Minato's level of non battle calmness. Minato and Sakura's intelligence- especially their quick tactical intelligence are quite similar, they react similarly in battle too- very alert but calm. Minato's and Sakura's reactions to embarrassment are quite similar. Minato falls apart similar to the way Sakura does when something hits close to his emotional bonds.
And as for the "weird girl"- Kishimoto had Naruto describe Hinata in exactly the same words as Kushina uses when he makes his first description of Hinata in the manga. Looking at Naruto's mental image of his age peers in chapter 505, Hinata's confession hasn't changed his mental image of her- she's shadowed and crouched over and turned completely away from him.

Totally agree with this, I've always found Minato and Sakura to be a bit similar. That's why she and Naruto are so much alike.

Hinata is NOTHING! like Kushina. they have no similarities. being kidnapped and that has nothing to do with there character! thats stealing from power more then anything also completley different outcomes. Hinata being the heiress is treated like a princess in her clan as well. Kushina sacrifice because they had no other choice, they saved the village, Naruto etc. it was nothing like Hinata selfish confession.
Kushina told Naruto to find a girl like HER! don't fall for the first girl to come your way! who liked Naruto first? who approaced him first romantically? Hinata.
now who did he grow up to love? thats like his mother? Sakura. the Viz translastion still supports NS and nothing else.
its clear as day.
