Not that I know of, but its very suspicious.
Why have a spin-off manga about the children's adventure while there is another spin-off (part 3) that has to do with the next generation? Why waste the time illustrating Naruto manga spin-off when Kishi's targeted audience are NH to the west? By the time it reaches the west, MS and MP would already have the pirated chapters out to the west. And most of his general and neutral fans are not going to purchase it except what's left of NH and the cry baby SS shippers and maybe some new readers. That is much less than the entire Naruto fandoms combined together and not to mention the publisher will get more of the revenue than Kishi. Kishi is just wasting his time, money on paper, pencil, pen and ink than making profit.
Of course! Pierrot and Kishi must realise that the West gains most of its anime/manga merchandise via piracy. That's why the industry has been making it a policy to crack down on the providers for these illicit methods because they're losing profit for every fan that chooses to download off some website like tha panda instead of purchasing the comic at a book store. But if this is so, why direct their focus to the West? It's true that countries like Australia and the US have a sum total population of almost three times that of Japan's. However, the public appeal of Japanese cartoon media remains a minority for the most part. It's not like in the home country where anime and manga have become two important revenue sources their economy that everyone is aware of and many support.
There has to be another factor in all of this. Maybe it has to do with Kishi's recent commenting on Sasuke and the rumours of a greater role in the upcoming film. He's a fan favourite character who helped earn much of the presale ticket sells before The Last was released. They may try to exploit that demographic of the Naruto fandom to keep the franchise afloat.
By the way, you mentioned the spin-off and Part 3 separately from each other. I thought they were one in the same.
There have been some theories from tumblr that this spin-off my include NS as an AU RTN pairing at the very least and the story take place between both worlds as Bolt the protagonist (which was the original theory of the Bolt movie) and that spring in February (Japan) comes, it will be about Sakura's wishful fulfillment to be with Naruto lol. I hate to say it, but SP has a higher chance of going bankrupt than NS ever becoming canon in Kishiverse. That's the sad truth. And if by a chance a miracle happens, I will still have mix feelings. I will say, "Why the kitten you kept us out in the dark for far too long!"
That's true. We shouldn't expect anything related to NS from here on out. Those rumours about a possible AU where the pairing succeeded is just that - rumours.
The next generation seems like either mixture or duplicate copy of previous ones
I don't even know how are they gonna bring something better...
That's why Sasuke is being played up to have an important role in the next film. The marketers must have realised that circumstances of The Last turned many people away from supporting Naruto the character, even resent him because of his OOC behaviour - the same applies to the Hinata spawn. They'll need to make good on their pondering to the Sasuke fandom if they wish to have any chance of this spin-off gaining a following.
I have my suspicions about whether or not Junko will even participate in Part 3, assuming her contract with Pierrot has expired by then. She might care for Naruto himself and the storyline, but it's become so apparent that Kishi is taking everything in a direction that's unrecognisable to what we were lead to believe prior to the final two chapters. The fact that she refused to voice the Hinata spawn, even though it technically came from Naruto, is an indicator that she's not 100% supportive of the changes that have been made to the protagonists and the plot.
