Oh wow, you quoted Bungie's quote. I always go by those words as well. I believe Bakuman said it similar as well when two main characters wanted to try to take advices from fans.
About DBZ, yeah I heard the ending is supposed to be in Frieza Arc. Cell Arc was going to the ending as well, but again, more demands. I heard rumors that Gohan supposed to end Buu but people wanted Goku, so there you have it. I heard Bulma and Vegeta pairing happened because Akira wanted to piss the fans but it backfired.
