The funny thing is that Naruto's story didn't feel resolved...I don't like that it's about Naruto's kid and Sasuke, everything is such a mess which is why I wanted Naruto to end conclusively so they could be done with it but nooo they decided "lets keep milking it!" That ruins the franchise in my opinion
Kishi lost his old resolve at some point during this war. Personally I suspect it happened sometime during the fight with Obito. The death of his father merely sent him over the edge and you can see it in his work this final year of the manga. Ever since then it's been a roller coaster of cheaply established ideas and characters that were introduced and then resolved in an unconvincing fashion, leaving behind more questions than answers.
The man failed to make good on his assurances of a properly resolved ending that ties up the loose ends. This epilogue was merely a prelude to the upcoming spin-off series that Pierrot undoubtedly intends to spearhead.
Edit: Now my question is why remove Naruto from the forefront? He's been the staple of the series, the old familiar face that drew people to watch and read Naruto in the first place. My suspicions lie in the possibility that it could have to do with some behind-the-scenes conflict with Junko.
