No way, she even fought with all she got, how can she not develope from chapter 1 for you 
Hmm....I guess you really have to look at if from a girl's perspective. Most female characters in shounen model after the damsel in distress type, and they're only really there to look pretty and to receive help from men. And when Elizabeth fought with her might, it was still something she would have done way back in chapter 1. :( She's basically another Hinata. They have unrealistic personalities...everything about them is too...perfect. (They're "gifted with special powers, yadda yadda)
And when you're a girl you want to see different types of representation in stories. For instance, my favorite character in NnT (other than King he's amazing) is Jericho. She represents a more realistic personality to me. She wanted to be powerful no matter the cost just to prove to her brother that girls could become Holy Knights as well. Those are the types of characters I can relate to.
This is also why I had such an attachment with Sakura. When she began to develop her determination to become stronger it was inspiration for me. And her personality isn't perfect either, which a lot of people understand. Female protagonists like Elizabeth and Hinata just don't do it for me haha.
