Look behind Naruto. There's a swing. Remember, at this point of his life Naruto was really emotional over people staring/watching him and not doing anything to help him/be his friend. I think Naruto was by himself somewhere on this swing, and Hinata must have been watching him and he noticed. This is where the whole "staring/looking at him and ignoring" comes into play. Obviously Hinata didn't mean this, but I think this is how Naruto took it and told her off. Hence why he looks really mad and Hinata is on the verge of tears from his words. I think the scarf ties into this to. Both scarves are red.
The next scene in the trailer:
This is blatant placement of certain quotes to tell deceive the audience. It's marketing. Why? Well it ties directly in with this scene:
I think this quote "There's something I have to tell you. Wait for me." might have to do with the scarf business and the first scene between Hinata and Naruto. I can't take this is a romantic quote. Naruto is too serious about it and it shows more of a determination tone than an emotional tone. Again, it's probably him addressing the issue that happened in the scenes above. Not sure if the "wait for me" can be taken as romantic either, but to each their own. Hinata is targeted in this movie, and I'm sure part of the love aspect in this movie will focus on her love for Naruto and their bond as well.
In this scene, it looks like Sakura is heavily reassuring Hinata of something. She has her hands on her shoulders. To me, I think Hinata might be asking Sakura for permission if it's okay to give Naruto a scarf. It would explain why she is blushing and why she looks a bit sad. Sakura would support the idea because she believes Hinata wouldn't have ulterior motives. I think due to traditions in Japan, giving gifts to someone of the opposite gender is seen as romantic/romantic advances, and given the information we have on how Hinata always wanted to give Naruto a scarf, it makes sense. Why would she wait two years to give him a scarf? I might just be optimistic, but I think Naruto and Sakura are already in a relationship in this movie. The information released about Hinata also said that she wanted her feelings to reach Naruto through this scarf. Maybe due to the fact that he's with Sakura, she can't give Naruto this scarf even though she's always wanted to. Either that, or Sakura is reassuring her that they will find Hanabi. Though that's unlikely given the fact that she's blushing, so it's most likely the first reason.
Also, look at Hinata's outfit in the same scene. It looks like she's in some sort of pajamas or casual clothes, not her ninja outfit, so obviously this scene is before they set out to go get Hanabi. Sakura's clothing also tells me this was even before Hinata was attacked and she ran into Sakura at this clothing store. This was during the day and it's winter/cold in Konoha. Or they could have gone together, but it's probably the latter.
We see Hanabi in casual/sleep clothes as well defending herself from Toneri probably.
This is a dark setting. It was most likely night time/everyone in the clan was sleeping when Toneri attacked and tried to kidnap Hinata/Hanabi. Most of what we got in the trailer was during the timeframe of when Toneri attacked the village and tried to kidnap Hinata. Naruto is in his casual clothes too, so obviously this happened all of a sudden. Look at the all scenes where kitten goes down and Naruto gets jumped LOL.
Gaara was most likely in the village or was close by and asked to come help defeat the enemy attacking Konoha, since he's the only one besides Hinata shown screaming his name in the same setting like all these screenshots.
Hinata in her causal/sleeping clothes. Call it whatever. This scene is probably a little while after the scene with Sakura reassuring Hinata of giving Naruto the scarf, so it might be why she has it with her, she was ready to give it to him. Not sure if that's the case, but with all this information all we can do is speculate and this is what I'm getting from the trailer. Notice how the scarf rips in two when she's falling. She was probably attacked somewhere in her house/village. She's holding the scarf and falling, so I don't really know what to say other than the fact that she probably failed to defend herself from Toneri/the enemy and fell off some building. Or maybe he threw her off a building to kill her before Naruto could save her.
Look at this scene again:

The same buildings. So someone must have threw her off on purpose. They are targeting Hinata afterall.
Next, the save Hanabi part of the movie. (Btw, I really hope we get to see more of the village during the daytime before all of this happens. It would be awesome to see the rookies and Sakura in her casual outfit.

The team for the mission. (Naruto, Sakura, Sai, Hinata, Shikamaru) Looks like it's the next morning.
So we get some actions shots of the team fighting. None from Naruto in this mission.
and then we finally get one shot of Naruto in this mission, and it's this:
Hooray for placement of certain words at certain scenes!
I know some people flipped when they saw this and gave up, but listen, I honestly think these two scenes might have been put together. Why? Look.
Everyone is on this mission, not just Hinata and Naruto. They must have stopped at a village/town to look for clues or for a break before they get to where they need to go. Remember it looks like they departed in the morning, so it only makes sense to take a little break. It looks like evening in some of these shots.
Hanabi was kidnapped by a powerful person. What does Hinata's face in that scene remind you of? This one.
Tell me these aren't similar. She has the same sadness in her face with her eyes lowered, staring into the sun and hair blowing in the wind. It most likely has to do with the reason why they're on the mission.
Now look at Naruto's scene.
This isn't the face of someone who is trying to comfort somebody... it's more of a shock/realize/admiration face. His eyes start sparkling. He noticed something. The fact that he isn't blushing means to me that it isn't romantic. Why would Naruto have his eyes sparkling at Hinata who obviously looks sad? He noticed the beauty of her sadness? I mean, come on. I'm sold that these two scenes were put together for the sole purpose of marketing and pushing the Naruto and Hinata interaction. We have Naruto in his casual outfit during the attack. Where is Sakura's? Obviously we're going to see her wearing it if both sketches were released with Naruto, but we only have shots of Sakura during the mission. None in the village.
I don't even think they're at the same locations - here's why .I might be wrong and that it’s just how the area looks, but look. Using different scenes and putting them together to deceive people is present in EVERY Naruto movie trailer we’ve gotten so far. This one is no different.
Now look where Naruto is. It looks like he’s behind that area where the tree is.
Doesn't it look like Hinata’s high up somewhere and Naruto’s in the leveled area? They might have put these two scenes together to get people hyped. Look behind the tree in Hinata’s picture. Doesn’t it look like where Naruto is? Even the buildings are the same. Hinata looks like she’s at the edge of one of the houses on the higher levels. There’s a row of houses behind her and it doesn’t look like there’s enough room for a tree as big as the one behind Naruto. Has anyone forgotten this?
Maybe this plays in?
"Surely Naruto is… for Sakura which her womanhood has increased"
It could very well be that this line goes with this scene and Naruto is noticing how "womanly" she's become. (aha reference to beginning of part 2). Naruto looks like he's sitting down and Sakura standing, so it would explain why he's looking up a little bit.
