The reason with the whole name switch is because when Capcom first release Street Fighter II, they thought they will be sued by Mike Tyson because of Boxer's name.

After that turns out that the badguys decided to hire Michael Bay and kitten starts blowing up all over. He took this chance to stab Bay with the sword he had made from the great blacksmith named Fac Tory. But Bay then pulled of his disguise revealing he was really Darth Vader and proceeded to beat Naruto. Until it turns out Kyuubi and Tayuya can fuse and then kills Darthvader/Bay and start a passionate orgy on top of his dead body.

Because if they wouldn't worry in the first place and stick with the Japanese names, it may become a situation when the game becomes popular (which it had and revolutionize the era of fighting genre in video gaming) and Mike Tyson sees a name sound very similar to his -Mike Bison for Boxer- when playing (if he ever had a chance of playing the game, and I bet he did), he will probably be very mad because Capcom USA (and Capcom Japan since they started it) didn't come to him for his consent of the name and character with a very exact style to his and plus the artwork (character select pic of Balrog almost looked exactly like Tyson back then). Sometimes people will get very petty over little things like this.
