In romance manga's CPR is usually used to trigger deeper romance. For example in Nisekoi that main guy says "Even if it's CPR, it's still a kiss!". In Naruto's filler, Naruto wanted to give Sakura cpr, it was considered romantic from his side, but it's a filler. CPR is lip contact, lip contact is romantic, in manga's there's alot of "accidental" lip contacts like Sasuke and Naruto lol. For Sakura it was her first kiss, first lip contact. And that scene in overall is very symbolic, Sakura reaching for Naruto's heart and breathing "life" into him, I don't think you need a genius to see the symbolism. Hinata falls down, while Sakura on the other hand holds his heart. Whatever others say, that scene was definitely romantic, giving CPR, and at the same time supporting his dream and reaching for his heart?
