Yes, she always safe. Be it by naruto, byakugo, or plot.
Naruto will not play a sasuke. If you mean there are no NS interaction in war arc, that because naruto and sakura already reach critical point to the point NS relationship will make or break.
NS take a turn in term of developement of each character.
In part 1 it's naruto turn until the end of part 1.
In part 2 it's sakura turn until the land of iron arc.
In war arc there are no meaningful NS interaction until naruto save sakura from zetsu or chapter 631.
War arc act as a resolution arc for naruto world setting, minor character, and main character.
Sakura is the representation of love/romantic bond.
Narusaku is the romance.
By your logic Sasuke is always safe too. Be it Itachi (or any other character), sharingan or plot. I'm not complaining about the quantity, I'm more concerned about the quality. NS is romance, yet sometimes it doesn't look like one. I can admit that even if I don't want to.
But it seems like Sakura's "Sasuke feelings" are always on display in front Naruto, point in case being 693. Whether she was just desperate (as I believed her to be) or not, is it hard to see why he might have low confidence when it comes to her? He might just thinks that she doesn't like him romantically, but Naruto has always been a naive guy. Others have noticed how she feels, but he hasn't, because he constantly sees how she feels towards Sasuke lol I definitely agree that they do need to have the talk though, and it will probably come in the movie.
Yes, you are right about her Sasuke-feelings being on display. Yet she displayed Naruto-feelings as well but they were hardly ever taken "seriously" by Naruto himself, and that makes me metaphorically cringe. It's like nothing Sakura does actually matters to him until the POAL is fulfilled. Ghaaaaaaaaaah!
