hum yes i noticed it but i dont think it was because of his skills . The eye might be due to angles and the rough lines was only in the last page when both of em collide so thats might be done for some shaking effectscompare today's chapter to a chapter like 437 or even 469 you'll see the HUGEEE difference. Look at Naruto's eyes one bigger than the other, The drawings look flat, the lines is rough etc.

I just remembered something regarding ''Minato doesn't know who Hinata is'' Not that it matters or not but...
I remembered that during the Pein arc Minato could see everything what happened from inside the body of Naruto, So likely he saw Hinata confessing to Naruto too.
