This is not true. 

Naruto confessed his love for Sakura in front of Sai, including the reason why he can't tell her (yet). This is clearly a romantic.

Riiiight, he is part of Konoha 11, not Rookie 9. I just thought of all the Konoha youngsters at the chunin exam.

Two side communication is certainly more impactful, because it visibly pushes the plot forward. But I would argue that meaningful is a more broad concept. A lot of character development can happen in one-sided scenes. I tend to agree that this arc was mildly meaningful for NS (not too meaningful yet), though Sakura's thoughts during CPR seemed very important to me, because it stressed Sakura's role as Naruto's main supporting character (well, one of the main).

Btw, you know it's pretty funny that NaruSaku is placed to have meaningful in part 2 but none for SasuSaku if you go by the criticism book. Even NaruHina is neglected to be only enlightenment. It's not that to say Hinata don't love him, she do, but moments don't seem to be seen as "meaningful" to be placed on love from both parties. So clearly, we misplaced an item of "credibility +10" to it.

His feelings were heavily implied, but not stated directly. Naruto himself was silent on the matter. I am not saying that Sai was wrong and that the meaning of the scene wasn't obvious, I am saying that declaration comes from direct interaction of two involved characters. Otherwise we would already be celebrating here without a hint of doubt.

i have seen the special filler... it was crap... but the NS was nice really... I appreciated it. Naruto was shoking when Sakura blushed because he found out that mecha naruto was destroyed.

Yes, Naruto gave her that flower and he asked her to protect it while he would protect the Sakura(her) that protects that flower. (that's what he said)

 

At the end he was crying and Sakura approaches him with the flower and tells him that she kept the promise and protected the flower. She blushes and thanks him for saving her and the village.
