Below Gai and above Asuma level I'm guessing.

Kakashi's Taijutsu skills are good but without the sharingan we don't know how good he can time his evasion and attacks. Definitely not on Gai's level. Mid-Jounin tier maybe?
Without the sharingan, he won't be able to dispel Uchiha level genjutsu or cast them, so they'll probably be below Kurenai level. Possibly low-Jounin tier.
Ninjutsu is the only thing that will stay the same, but he can't use his signature Raikiri. He does have a repertoire so he can fight various opponents. High-Jounin tier.

Overall, I assume he's mid-jounin tier. Definitely not Kage level.,the only Kage level Jounin in Konoha is probably Gai.

 

Has he really been degraded that much? I know that Kakashi has an absence of feats without his Sharingan since becoming an adult, but you would think that the experience and strengthening he's acquired throughout his long-standing career as a shinobi would have seeped down into his fundamental self. 

 

I take it this means that he can no longer be considered an S-rank shinobi. Is there any member of the Akatsuki or Kageship that he could beat with just these basic skills that he's restricted to?

Since people are busy here than elsewhere, I just got back from video games browsing. Apparently, revolution was leaked. Here's a fun fact: Sakura got jealous that Hinata got to look after Naruto and Naruto didn't understand why Sakura got mad. Ino tried to tease but Sakura said, "Shut up!" This happened in Mecha-Naruto storyline.

Naruto very clearly hesitated here, too.  But his hesitation in #631 didn't equate to joking any more than his hesitation in #691 cancels out what he said in #631.  

 

The two scenes are consistent in attitude and honesty.  Sakura being his girlfriend is what he wants.  It's how he feels.  She has said she loves him but it's confused and up in the air and it didn't go down the way he wanted and he hasn't had a chance to deal with it or meet all of his goals yet so he HESITATES about openly committing to the status of their relationship.

 

They're sort of boyfriend and girlfriend and yet they're not.

 

Good grief.  Interpreting these panels is not that complicated.  There's no need to make yet another mountain out of a mole hill.  The two moments do not conflict, and in fact support each other.

I was so touched by Naruto`s speech I forgot to mention my impression on "girl comment" scene 

 

yeah, my point of view as NS fan may not be objective oh my why I`m nervous like trying to lecture NH fan , still it`s pretty obvious to me Naruto meant no one else but Sakura.

the reason he hesitated and avoid saying this may differ or :

- he didn`t want to say it the presence of others, especially Sasuke. IF he was talking to his father in his head mentally he would have said PRETTY DAMN EVERYTHING HE FELT

- he`s not still certain about Sakura`s feelings for him so he can not solve this question himself. probably it will last until Sakura will confess to Naruto while Sasuke will be standing next to them.. hope baka Naruto will understand all the importance of that step. OR Sakura can somehow reject Sasuke at once and Naruto`s confidence will raise up 

- things just have to go down a bit an let him think properly and make a decision towards his future relations with Sakura.

You're being overly defensive over something I never said. I said why would you want Sakura to have been Naruto's girlfriend offscreen NOW when she's been so preoccupied with Sasuke the last twenty chapters. That's not something a girlfriend would do, certainly not a faithful one. I wouldn't want Sakura to end up with Naruto and still think about Sasuke in that way. Naruto and Sakura will get together eventually, but it hasn't happened yet. I'm glad it hasn't-because I look forward to seeing it after all the artificial stretching of the romance plot.

And that's a false statement in the first place bc she hasn't been preoccupied with him at all even after that moment we have scenes of her worrying about Naruto's safety more and smiling at him  she even saved Sasuke bc she wanted to help Naruto  not to mention that you are disregarding her care and devotion to Naruto since te beginning of this war . Not to mention in god's name I don't know how did you concluded that Naruto was joking bc he stumbled here  when he did the same in 631 when he was answering with a serious look on his face just like here bc Minato was going away and was short on time ,

 

But please be more objective next time .

I think if it was seeped down into him he wouldn't have relied on the sharingan every time he was in battle considering how fast he loses his stamina and how dangerous that will be while fighting. Using the sharingan is a huge risk, but using it means that he Needs to rely on it.

It's also telling that whenever he fights with over-A class opponent, he will ALWAYS use his sharingan. So I do think his base ability is around A-class or lower. Considering Akatsuki are all S-class criminals I think it's highly unlikely he could beat anyone. Hidan and Zetsu is a definite possibility but I don't exactly rank them as S.

Correct me if I'm wrong, but didn't Kishi said in some interview that he likes to write in such a way as to confuse his readers? Maybe that's why he made Naruto pause since he doesn't want to spoil the confession Naruto plans to do towards Sakura.

 

Besides, if Naruto was going to just change his mind for Hinata what would've been the point of Kushina's foreshadowing? Not to mention Kakashi's little dialogue in 675 about Sakura's feelings changing. I don't think it can be interpreted as Sakura's feelings for Sasuke "maturing" despite was takl from NF said.

 

Then again I don't know jack of japanese and ever since I heard that Kishi likes to be vague and confuse his audience it makes me wonder if he really does likes to write about romance in a confusing way to keep the audience guessing.

If it was just the pause then this could have been pro NS but the line he said afterword to his father who he will never see again kind of chips the plot armor a little bit. Kind of sucks that he told Minato to go tell his mom that he didn't end up finding a girl like her.
