Without the devil fruit, he was the right hand mad for the man with the highest bounty. He actually learned advanced techniques with his haki. Luffy trained 2 years with Rayleigh. Sabo trained about 10 years now with Dragon, who is stronger than Rayleigh.

Think about it. I would put Rayleigh at a Yonko level, as Pirate King is above Yonko, and so being his first mate must mean he's at least as strong as Big Mom. AT LEAST! But, what is a Yonko? A pirate captain that the law avoids for balance. Can all the admirals target a single Yonko and their crew? Yes. Would they win? Yes, but they would lose powerful men, and the balance would break. However, there is no balance being held by Dragon. He is not a form of the balance. It is pirates vs the marines, government, and shichibukai. Why hasn't Dragon be taken care of? Why did he become such a threat that he was given a higher bounty than the 4 strongest pirates?

 

Do I put Dragon above Roger? No.

Above Whitebeard? No.

Above Kaido? Yes.

Above Big Mom? Yes.

This again? Really? Lol it doesn't matter who you train under, Luffy's strength isn't proportional to Rayleighs. You act like the strength of Dragon determines the strength of Sabo, and that simply isn't true. There is nothing that Dragon could have told Sabo that Rayleigh couldn't have told Luffy.

Just because Dragon may be stronger than Rayleigh does not mean that Luffy is weaker than Sabo. Luffy crushed Doflamingo with
Gear 4. Sabo has shown nothing that surpasses Doflamingo, seeing as how Doflamingo didn't even blink at Fujitora. If Luffy were to use gear 4 on Sabo, Sabo would get annihilated.

Idk, it's really hard to tell sometimes. He whipped Doflamingo, who stood up to Fujitora and Aokiji. I think it depends on the admiral really. Luffy probably wouldn't win against Fujitora, but he would damn sure push him, much farther than Sabo would.

About time you said it. I've been telling you this whole time that Luffy gets them all. Vivi, Hancock, Rebecca, Viola. But nooooo, he's getting just Nami-Swan. He can pick any girl he wants. The princesses by lining up for the Pirate King brah. Vivi especially. :3
