Or he just wanted to, this is a genjutsu so usual things don't necessarily apply.
But look at Hiruzen in the actual world Naruto and Sakura live in, he probably retired several years before Naruto was born and let Minato take over as Hokage. Minato was the youngest Hokage, and we know that Hiruzen was approximately somewhere between 19-23 when he became the third (probably more 21-23, as Minato looks at least 18-19 in his Hokage photograph).
So say Minato was 20- and it seems he was 27 when he died (as it appears he and Kushina were probably age peers of Mikoto Uchiha.) Hiruzen was only 49 (when Minato was 20) when he retired to let Minato become the 4th. Hiruzen was younger than Jiraiya and Tsunade when the Hokage position was offered to them.
There was a system during a period of Japan where a emperor would rule openly for only a few years, then would "retire" -and actually have more power then than when they occupied the emperor's throne. I kind of got that vibe from Hiruzen and Minato's set up. I think Minato, despite wanting the job, felt a bit insecure about some of his abilities to be Hokage, and relied on Hiruzen a lot. (Not in battle, he seemed the most sure of himself when fighting.) It seemed to be the day to day things, settling disputes, etc... that he felt the most insecure about- you can see that reflected his overt discomfort in dealing with the squabbling between Kakashi and Obito, but he actually dealt with it fairly well overall... He got Obito to understand why Kakashi was like that. Which got Kakashi to the point where he came to treat Obito with respect in the final days of their interaction, and mourn Obito intensely after his great sacrifice. (making Kakashi vow to try to be more like Obito- I think it took Team 7, especially Naruto, to bring that effort to the surface.)
