Sakura does have an objective. It's her objective that I'm disappointed with. Her objective: protect her teammates / support Naruto.
Why the HELL does she focus on something she cannot gain results from? She focuses her life and energy to protect her teammates. Then she declares that "all I can do is have faith in them".
The good thing is, after she understood that it was meaningless to make that her goal, she changed it.
The bad thing is, she is focusing yet AGAIN on something she has no influence on. Her life is now centered on supporting Naruto, when her influence is as much as just any other Konoha citizen. This my friend, is wasted potential.
She might have surpassed Tsunade in terms of strength, but not so much in terms of character. Tsunade's life focused on decreasing the unnecessary deaths of shinobi because she didn't want anyone else to suffer like her. She focused her life on it and received great results. She brought the one medic in one team system, made the medical curriculum. She changed Konoha. She focused on something and influenced the outcome.
If Sakura wasn't focused on Naruto, she could have focused on surpassing Tsunade in terms of new medical achievements and bring change to Konoha. But no, she's focused on Naruto and rather than gaining a name for herself she's "a cheerleader of Naruto" not "Sakura Haruno who surpassed Tsunade and brought great medical achievements to Konoha". The purpose of her existence is just miserable because you don't see how her "supporting Naruto" goal has changed or influenced him as much as her efforts (or more than anyone else) or anywhere close to Sasuke who isn't even focusing on Naruto. Hence, why I say NS is degrading her character and development.

The comparison you make isn't the best. Tsunade was introduced that way, same as Jiraiya who was mentioned to have a destiny of finding the child of prophecy. All of that story of Tsunade was provided to explain medical ninjas and her role as a Saanin.
About Sakura,
1) The story is about Naruto. 95% of the plot revolves around him. The best way to include Sakura as part of the plot is having her be Naruto's strongest supporter.
2) Sakura's entire story is not only supporting Naruto. Her medical skills have been brought up a fair few times,
a) Preparing an antidote and curing Kankuro when even Lady Chiyo couldn't.
b) Taking charge of the hospital and curing all the injured people during Pain's invasion.
c) Managing to fool even Kiba and poisoning them( remember Tsunade poisoning Jiraiya in part 1?).
d) Summoning Katsuyu and healing the entire Alliance in the Shinobi World War, Playing an important role in saving Shikamaru.
e) Even after all this chakra draining, still managing to save Naruto when all hope seemed to be lost. (Remember Tsunade and Shizune had completely run out of chakra at that point).
f) Possessing so much chakra that she, all by herself, helped Obito to use Kamui two-three times.
3) She is still young. She has already surpassed Tsunade in terms of strength. After this war arc is done, there is a high probability that her medical skills might be touched upon in the story.
