They are the same tier so it doesn't really matter if Tashigi is weaker. Both of them would lose just as badly aganist any of the top tier characters.

Tashigi is stronger than him if he didn't have that devil fruit power. Tashigi's end goal is to surpass Tsuru. Guess what Tsuru has. A devil fruit ability. Not too far fetched to say Tashigi gets a devil fruit to only make her very slightly weaker than Smoker. Smoker will become an Admiral, and Tashigi will become the 2nd strongest all time Vice Admiral, right behind Garp. Obviously not counting the Vice Admirals that moved up to Admiral. Bear in mind too that every man in the marines respects and listens to Tsuru. Even the Admirals and Fleet Admiral. To top off this prediction. Tsuru at a young age looked pretty much just like Tashigi. And someone in Tsuru's fleet/crew gave Tashigi their sword.

Lol stop. Tashigi isn't stronger than Law without the devil fruit. Law demonstrated that his Haki was far superior than hers. She doesn't even come close to him in power if he doesn't use his devil fruit. It doesn't matter if he uses it or not, she'd get wrecked.

And where did it ever say anything about her wanting to be like Tsuru? The only goal that's been stated in terms of Tashigi is her desire to reclaim all the great swords.

What do you mean? I praised Tsuru. Those 3 (Tsuru, Sengoku, and Garp) are possibly the 3 most influential members in the history of the Marines. What I'm saying is that Tashigi's end game is to surpass Tsuru.

Luffy needs a Garp, and Smoker and Tashigi aren't backing down no matter how powerful Luffy becomes. Can Tashigi ever challange Luffy or Zoro? Sure. Will she stand a chance? No. But that doesn't mean it's not obvious to see the connection with Kuina and Tashigi, and even more, a possibility that Tsuru is Tashigi's grandmother or something. You really think that Kuina's mother didn't have a grave, and her father didn't want Kuina to be a samurai, so she just "fell down some stairs"? It's obvious that Zoro's backstory is much darker. Koshiro decided his will and sword were to be passed down to Zoro, and not a girl (his daughter). He was against women doing things like fighting. Tashigi's first interest with Zoro was Kuina's sword. Come on bro....

 

Oda even said Tashigi's name meant a flightless bird, but just because a bird can't fly, doesn't mean it never will. Tashigi is bound to fly, and if she does, she has to have a story and basis to grow with. The Kuina and Tsuru link is the easiest one to think of.
