I doubt it. Design-wise she screams like a villain if you pay attention to Mashima's past designs of villains. There's also the fact that the new characters who are likely villains in the movie are also shown on the same page, so my guess is she's a villain like them, or a deauteragonist like Eclair in the last one.

Well, it is possible that she is a villain.
What made me think she is Lucy was that she has a key & her body & hair colour resembles Lucy's too

if it is not Lucy then it implies that we have Gray & Erza's design but not Lucy's?

Yeah, that's the gist of it. She could be a CS mage the gang came across or she's on the villains' side. Or she could be both, I guess. But DAT NALU though. Mashima really knows how to bait his fans. If the movie is about dragons, Mashima might add a dash of Jerza on the side in the next ad since Jellal=CS=Erik (add some Cobkina for finishing touch, I guess).

There might be some StingYu too since Mashima has sprinkled a few hints here and there for them.

That woman with a Key looks like Lucy and I feel it is her however I feel that the Draco Key may come into play in this movie. Draco(love you baby) is a constellation after all and that maybe the dragon star dress form.

Well, if you zoom in, the girl sure does look like Lucy in a Draco Star Dress, but I'm still betting on it being an OC.

Also, I think it's pretty clear from what we can infer from the GaLe moment here that they've "done" it. I would NOT be surprised for Levy to find out she's pregnant after at least a week has passed in the story. By that time, the impending battle with Acno will come nearer and this would give him the motivation to win and come back alive.

It's also a good move from Mashima to push NaLu together. In TvTropes terms, GaLe is the beta couple to NaLu. Usually the beta will show a huge step in their relationship to push the alpha couple together.

Does appear to be her, the way her left left hand is stretched out could be she is holding a zodiac key, plus it also explains Erza's design. Both could be undercover in a cosplay bar or something

 

The other poster makes it look like they are stuck in Monster Hunter, which I believe Mashima is a fan of.

Movie scan translation
The weekly magazine editors went to the reception table where they found a thick stack of pages with a name writtenon them. What this means is that they found the original in-progress second movie script! The name on it is, of course, Mashima Hiro-sensei's signature (it's hard to confirm in the photograph, though). They were surprised that he was able to draw this much material while he's still continuing the weekly series, and its contents were shocking! Separate from the main series plot, it's a whole new story ready to burst onto the scene!!
Mashima-sensei has 193 pages of new and original writing!

Mashima-sensei says, "Including the names, these sketchesare still in a very rough form." It seems that way, but even the way they look now, the pictures are still as amazing as expected!

Why would it be the last movie in the first place? Fairy Tail still has a looooong way to go & the writer doesn't plan it either (that's how it seems to me at least)
