First of all, we have to understand why is Naruto so worried about Sasuke. Sasuke was his friend and he betrayed the village. Do you agree with me that if Sakura was the one to become bad and do the same as Sasuke, it would be her the one Naruto would chase after? Naruto just can't stand seeing someone who was his teammate and comrade going to the bad side. He can't even stand those who were already in the bad side. He made Nagato, Obito, Zabuza and a lot of people change their minds. He wants to do the same with Sasuke. It's not that Sasuke is waaaay more important than Sakura, it's just that in Naruto's conception, Sasuke needs his help more at the moment. Also, Naruto thinks that bringing Sasuke back would make Sakura happy too, so he's doing that for her too. He can't confess yet because of their promise, and not because his only focus is Sasuke and he doesn't care much about her. Sakura dying and Sasuke dying would affect Naruto in the same way. The fact he concerns more about Sasuke is due to his current situation. He needs more concern. Who would you be more concerned about? Someone you love who's ok or someone you love who's committing crimes? Just because Naruto shows more concern about Sasuke, it doesn't mean at all he doesn't love Sakura the same way. Assess the situation and you'll understand.
Now we can talk about how Sakura is not downplayed by NaruSaku. You can see that even all this concern about Sasuke didn't prevent Naruto from being there every time Sakura needed his help. Naruto never disappointed her. She doesn't feel bad when she is next to him, like she feels when next to Sasuke. Actually, the person whose side Sakura gets happiest by staying by is Naruto.
