It depends on the series. There are many shonen manga doesn't go overboard with violence, and I am quite sure swearing is not so frequent how some translators would have us believing. Nonetheless, I don't remember many examples of shonen manga where sexual stuff goes beyond eroticism, sexual tension between two characters in love, lecherousness played for laughs or fanservice. I don't remember many instances of lovemaking being blatantly displayed. Often it is suggested or hinted...
For example, in one of the last chapters of Touch, Minami hints her best friend she intends sleeping with Tatsuya (the main character and Minami's boyfriend) the next Summer. The las chapter is an epilogue happens after that Summer, and there is no reason to think they did not -even if it isn't blatantly stated-, so...
And sometimes we see the consequences, even if lovemaking wasn't shown, right like in Rurouni Kenshin or Inuyasha (we found out Kenshin and Kaoru/Sango and Miroku were parents)...
Nevertheless, I think some shonen manga writers draw sex scenes, even if they aren't too much overt... Johji Manabe comes to mind, even if I don't care much for his work (I read Outlanders and Drakoon, and I didn't like them). Kazushi Hagiwara does it as well, but I don't know if his works are shonen or seinen manga.
It is easier seeing sex scenes in seinen manga, since they target for young adults.
Returning to the subject of the kiss, I have seen plenty kisses in plenty shonen manga, evn if they aren't romance-themed (believe it or not, Koji and Sayaka kissed at the end of Mazinger Z, even if it only happened in the manga. And the official couples of UFO Robo Grendizer also did in the las episode, IIRC. And those were very action-focudes shows!), so I am... fairly certain Kishimoto will draw a scene where Naruto and Sakura kiss.
IMO, I can imagine they talking and a peeved Sakura blatantly asking Naruto if he will ever kiss her. And then he hugging her and doing right that.

But this manga was aimed for an older audience, that's why they could allowed such kiss scenes.
Haha, I also like Maison Ikkoku. I think that is the best Takahashi's work.
However, kisses are allowed in shonen manga. I don't know what gave you the idea of they aren't allowed.
