Why Oda loves to draw useless chapters?

So why were the citizens of Dressrosa stupid? They were saved from 10 years of lies, and then saved from near death from Luffy. Rebecca talked to Luffy and allowed him to take her. The first thing the guards think after hearing her beg Viola to take her spot as princess and jump on Luffy's back? "Oh our hero must be kidnapping her, derp." And now Rebecca and Kyros will live alone in that house... As if Kyros deserves no respect for cutting off his leg to try and save their king, and then as a toy, rebelling for 10 years. The citizens of Dressrosa are the worst we've seen, and I'm just ready to get out of this arc. If Doflamingo wasn't such a hyped up and great villain, and the Law-Corazon flashback wasn't in this arc, this arc would be a clear 4/10. CLEAR.

 

The talk going around is that since Rebecca will be thought to have been kidnapped for good that Luffy's bounty will shoot up even more. So instead of 500-550 million, we could actually see him hit 600 million.

Well, it has to be solved, whether like it or not. That said yeah, two weeks later, not where we should be at, but again, things must be done, like it or not.

Let that alone, I see a bad tendency after TS, before TS: holy kitten, that ADMIRAL, RUN AWAY! After TS - oh, it's Fujitora, ok.

Though I like his desing (that was taken from Zatoichi), he didn't really pointed out his power, yes he uses gravity but this "I'm a good guy of justice" only shows that depsite all of his power he won't be a threat to Mugiwaras and KO or any of people here think that he will beat people at east port as Kizaru did it with pirates on Sabaody? 

So, what's I'm talking about, this chapter is not what people was waiting for after 2 weeks (majority of people at least), and such a cliffhanger is of kind "Ichigo's new attack?"

Yeah, I have no idea what's up with the citizens of Dressrosa. They should be thankful that Luffy saved their kingdom from the tyranny of Doflamingo caused for 10 years, but nope. It would be like if the citizens of Alabasta tried to attack the straw hats after they foiled Crocodile's plans and brought peace to their kingdom.

 

Also, I totally agree that this arc would be kind of mediocre if it weren't for Dolfamingo and Law's backstory. Oda needs to get us out of this arc ASAP, but it feels like he's stalling for chapter 800 with how slow paced the last chapter was and I can't stand it. I get it that we needed to resolve Rebecca's stuff with her father, but I'm just ready to be done with Dressrosa and I don't think anyone can blame me for that.

How is the Marine manhunt a calm? It's really obvious that Oda is stalling for chapter 800 and I sure hope the arc is over by then.
