I like the thought of Sakura's love still evolving — such a good way to put it.
And you're right about the emphasis being on Sakura here, rather than Naruto. We see her reaction alone. Not Naruto's. And I agree that it's significant. She sees that Hinata is aware that he's growing and changing. Recognizes it, and acts on it. She sees that the whole village is aware of it, and then she hugs him.
And it's a direct line to her confession to Naruto, saying she had watched him grow and that she wa just one of many villagers who loved him now. I think this was spurred by Hinata's actions, helping her shed light on her own feelings.
Because ultimately, in Sakura's confession, more than empty "I love yous," she is recognizing him and his growth. Seeing him for what he truly is. And in the very, very beginning, when Sakura said she wanted Sasuke to recognize her, Naruto said he understood. That was all he wanted too. So in her confession, it was about recognizing him. For Naruto, that's the ultimate expression of love, as he said so early in the manga. Not running out and passively dying for him (a la Hinata).
