As I mentioned before, there will still be people who claims Naruto/Boruto is very popular, as much as people who claims it's no longer as popular. Welcome to the Internet.
By all means, all of us here who belongs to the second category aren't trying to exaggerate things. Facts speak louder than any baseless opinion.
From the way SP has redirected all their best resources to work on Boruto, it seems to be a rescue mission, above anything else: to put this series numbers back to the same situation as before the catastrophic ending. But that's just me speculating. So, take it with a grain of salt.
However, When you connect the dots, like falling ratings, the author advertised it aggressively, the series hardly featured as the cover page, etc; you'll see certain patterns emerge. And the numbers that are surfacing along the way, just strengthen your speculation.
