Sure it is. He did great. Isn't that chunin exams scene great? She chooses Naruto even though she's supposed to have a crush on Sasuke. That is pretty cute writing.
He just didn't stick to it because he needed to give Naruto to Hinata. He abandoned the base of good writing that he had created. At least for the romantic subplot this is true. He screwed up other things about the narrative which would have been screwed up with or without Hinata. But his blowing up of the romantic subplot certainly didn't help at all.
